Shugakuin Imperial Villa sits on the northeastern hills of Kyoto, with three garden areas spread across a hillside. Built for Emperor Gomizuno-o in the 17th century, the grounds combine landscaped paths, ponds, tea houses and views across Kyoto and the surrounding mountains. Visits are by guided tour, and the buildings cannot be entered. The tour takes more than an hour; reserve a free place in advance and use the Palace Guide app for English audio if needed.
Three gardens on the hillside

Shugakuin Imperial Villa was built for Emperor Gomizuno-o in the mid-17th century. Construction took place from 1656 to 1659. The grounds occupy a hillside northeast of Kyoto, on the slope of Mount Hiei, and are arranged in Lower, Middle and Upper Villa areas.
Each area has its own garden and buildings. Stone paths wind through trees and moss, while the Upper Villa includes a large artificial lake. The layout follows the natural rise of the land, with views toward Kyoto and the surrounding mountains from higher points.
What to expect on a visit

The gardens and outbuildings are seen on a guided tour. Visitors cannot go inside the buildings, so plan to focus on the grounds, paths and views. Tea houses and traditional-style structures appear among the gardens, offering glimpses of the villa’s history and design.
The tour lasts more than an hour and includes paths with steps. Comfortable walking shoes are useful, and rain can make some paths slippery. Bring water, especially if you expect to be walking in warm weather.
