Palazzo Civico stands on Via Roma, near the port, at the edge of Cagliari’s historic centre. It is the seat of the municipality, so the building remains a place of city administration as well as an architectural stop. Its location also puts it near the train and bus stations and Piazza Matteotti, making it easy to include at the start of a walk through the centre.

The project was drawn up by architect Crescentino Caselli’s studio and developed by engineer Annibale Rigotti. The building is faced with pale limestone. Its design combines Gothic-Catalan forms with Art Nouveau decoration, giving the facade and its arcade distinct but connected character.

Details on the facade

The main facade has a porch formed by seven high arches, leading into an inner courtyard. Art Nouveau touches include an eagle holding Cagliari’s coat of arms and two bronze lions. Two octagonal towers rise above the building; the corners are also marked by obelisks bearing carvings of the four moors, the emblem on Sardinia’s flag.

Look closely at the contrast between the arched arcade and the more decorative facade. The Gothic-Catalan elements are most apparent in the arcade, while the Liberty-style ornament gives the exterior its finer detail.

Inside the public areas

Public rooms inside the town hall contain works by Sardinian artists, including Ciusa and Delitala. The building also has rooms used for official events and a Council Chamber. Its double staircase is a notable interior feature, leading to the upper floors. Take time to look through the public areas that are open during your visit; access can depend on the building’s municipal use.

The palace was badly damaged in the 1943 bombings and later rebuilt. That restoration brought the town hall back into use while preserving its role in Cagliari’s civic life. At the entrance, the tourist office can help you orient yourself with free city maps and current information before continuing towards places such as Castello.
