For Kyoto, Osaka and Nara, single tickets and an IC card are usually cheaper than a Kansai pass, so add up your rides first. A pass only earns its price on a tight trip with both Haruka airport rides plus Himeji and Kobe. The paper-style JR Kansai Area Pass stopped selling after September 30, 2026, and the WEST QR Kansai Area Pass (¥2,700 to ¥6,700) is its digital replacement. Checked 2 Oct 2026.
For most trips to Kyoto, Osaka and Nara, a Kansai rail pass costs more than the single tickets it replaces. A pass can pay on a tight, train-heavy few days, such as a four-day loop with both airport rides plus Kobe and Himeji. This page belongs with the Kansai travel guide and the wider Japan guides, and it covers what passes exist now, what they cost and cover, and the trips where each wins.
The passes changed in 2026. JR-West's paper-style Kansai Area Pass stopped selling after September 30, 2026, and a digital version has taken over. The Kansai Thru Pass name that older blog posts use no longer matches what the official site sells, which is now the Kansai Railway Pass Lite, with its own coverage and dates. If an older article told you to buy one of these, read this first. The nationwide pass is a separate question, covered in Is the JR Pass still worth it?.
Which Kansai passes exist in 2026?
Four products matter to visitors with a foreign passport. Two are JR-West passes that cover JR local and rapid trains, and one of those is being phased out. One is a smaller JR pass. The fourth, the Railway Pass Lite, covers private railways and subways but not JR.

Prices come from the operators' English pages, checked on October 2, 2026. JR-West's pages say prices are subject to change. The JR passes require a foreign passport, and the WEST QR passes also require Temporary Visitor status. They run on consecutive days. Children aged 6 to 11 pay half the adult price on the JR-West passes, and the Railway Pass Lite is sold online only.
Is the Kansai Area Pass worth it?
The JR-West page describes the area pass as unlimited rides on non-reserved seats on the Haruka and on ordinary trains, including special rapid and rapid trains, within the valid area, with an ordinary-car reserved seat on the Haruka usable twice. It cannot be used on the shinkansen, on limited express trains other than the Haruka, or on paid seating services such as A-seat on Kansai local, rapid and special rapid trains. The valid area takes in Osaka, Kyoto, Kobe, Nara, Wakayama, Otsu, Tsuruga and Himeji.
Details are on JR-West's Kansai Area Pass page. Its digital successor, the WEST QR Kansai Area Pass, is a little cheaper: ¥2,700, ¥4,700, ¥5,500 and ¥6,700 for 1 to 4 days, with the 1, 2 and 4-day prices applying from December 19, 2025. JR-West says it is valid from 4:00 on the first day to 24:00 on the last day, on consecutive days, and the QR code only appears after you press the "Use ticket" button after 4:00 a.m. on the day you wish to start.
Break-even sums with the Haruka
The pass changes the answer mainly when the Haruka is included, because it covers two reserved-seat rides. JR-West also sells a discounted Haruka one-way ticket for foreign visitors, with these adult prices from Kansai Airport: ¥1,300 to Tennoji, ¥1,800 to Osaka or Shin-Osaka, ¥1,800 to Nara, ¥2,000 to Kobe and ¥2,200 to Kyoto. That gives you a clean baseline to compare against.
Suppose you fly into Kansai Airport and ride the Haruka to Kyoto (¥2,200), then fly home from the same airport and ride the Haruka from Osaka (¥1,800). The two one-way tickets cost ¥4,000. Against that baseline, a WEST QR pass has to replace some other fares to pay for itself. A 2-day pass at ¥4,700 needs to replace more than ¥700 of other rides to break even. A 3-day pass at ¥5,500 needs more than ¥1,500, and a 4-day pass at ¥6,700 needs more than ¥2,700. A 1-day pass at ¥2,700 can only cover both Haruka rides if you land and leave the same day, so it is not a realistic option.
| Option | Pass price | Other JR fares it must replace |
|---|---|---|
| 2 days | ¥4,700 | More than ¥700 on top of two Haruka one-ways (¥4,000) |
| 3 days | ¥5,500 | More than ¥1,500 |
| 4 days | ¥6,700 | More than ¥2,700 |
- 2 days¥4,700 · More than ¥700 on top of two Haruka one-ways (¥4,000)
- 3 days¥5,500 · More than ¥1,500
- 4 days¥6,700 · More than ¥2,700

The example uses a Kyoto arrival and an Osaka departure. Swap in your own pair of one-way prices from the list above, and then use a route planner to total the other JR rides you plan. If your total of other fares is below the number in the right column, the single tickets and an IC card win. That is the case for most Kyoto, Osaka and Nara trips, where the rides between the three are short. The pass wins when you stack Kobe, Himeji, Wakayama or a lake trip to Otsu inside the same few days.
The pass also adds constraints that a pay-per-ride card does not. Consecutive days are fixed once you activate, a smartphone has to stay charged and connected, and Haruka seat reservations are made on the WEST-QR website from 30 days before boarding, not at ticket machines or counters. If the dedicated car you want on the Haruka is full, JR-West says you can use a non-reserved seat instead.
What about the Kansai Thru Pass, now the Railway Pass Lite?
Older articles describe the Kansai Thru Pass. The Surutto Kansai council announced a KANSAI RAILWAY PASS for visitors from April 1, 2025, and its English site now lists the KANSAI RAILWAY PASS LITE: ¥5,200 for 2 days or ¥6,500 for 3 days, sold online only. It covers metro and private railways across Kansai, and the council's notes name Kintetsu, Nankai, Keihan and Hankyu as lines where express reserved-seat trains cost extra. The official page says it does not cover JR, the Kyoto city subway, the Keihan Keishin and Ishiyama-Sakamoto lines, the Randen tram or buses.
Those exclusions matter. Kyoto's subway is not included, so a day inside Kyoto often needs an IC card on top. The pass fits a private-railway itinerary, such as Nankai to Kōyasan, Kintetsu to Nara and Hankyu to Kyoto. Even then, add up your rides first, since ¥5,200 buys a lot of fares. The official page lists a version on sale from October 1, 2026 to March 31, 2027. It must be activated by March 31, 2027, and the last valid days are April 1 (2-day) and April 2 (3-day), 2027. Its notes also say a day runs from 3:00 a.m. to 2:59 a.m. the following day, you cannot use a screenshot as proof, and there is no refund after you start using the pass. If your trip falls outside that window, check the operator before you plan around it.
When you should skip a Kansai pass
Skip it for a classic Kyoto, Osaka and Nara trip. Kyoto to Osaka is a short ride, Nara adds a modest fare, and an IC card handles all of it. You also avoid deciding which days to activate. Skip it if you plan slow days with few train rides, since a pass only earns its price on busy days. Skip it if you will not carry a charged smartphone, because the WEST QR pass is shown as a QR code on the phone.
Skip the Mini Pass unless you plan Kyoto, Nara and Kobe in three consecutive days on JR alone. JR-West lists it at ¥3,000 for three days, for ordinary trains in a zone that its pass index shows as Kobe, Osaka, Nara and Kyoto, and the page says it cannot be used on the Haruka or other limited expresses, so airport rides are extra. None of the Kansai passes covers the shinkansen, so a Tokyo to Kyoto ride is always a separate ticket. For the far side of Kansai, the Kii Peninsula, a JR pass rarely helps; see the Kii Peninsula guide for Kōyasan and the Kumano Kodo. For Nara alone, use the Nara day trip guide, and for a day out of the city, day trips from Osaka.
If the trip also reaches Hiroshima or beyond, price the wider JR-West options. The JR-West pass index lists a Kansai-Hiroshima Area Pass at ¥17,000 for 5 days and a Kansai WIDE Area Pass at ¥12,000 for 5 days, and the Hiroshima and Miyajima day guide shows what a Hiroshima leg involves.
Which pass for which trip?
For Kyoto, Osaka and Nara over 3 to 6 days: no pass, an IC card, and single shinkansen tickets if you arrive from Tokyo. For a compact four days with a Haruka in and out, plus Kobe and Himeji: the WEST QR Kansai Area Pass with 4 days, after you run the break-even sums above. For a private-railway trip with Kōyasan or Nara in 2 to 3 days: check the Railway Pass Lite dates and compare it with an IC card. For a long trip that also reaches Hiroshima: price a wider JR pass on JR-West's site.

Who should not buy a pass: anyone who cannot say in advance which days they will ride a lot, anyone doing mostly city walking, and anyone whose rides are on Hankyu, Keihan, Kintetsu or the city subways, which a JR pass does not cover. Who might: first-timers with a fixed, train-heavy schedule who value not stopping at ticket machines, as long as the sums still favor the pass.
How to buy and use the WEST QR pass
Buy a voucher from an overseas travel agency, register it on the WEST-QR usage website, and press "Use ticket" after 4:00 a.m. on the day you start. JR-West does not sell it in Japan or through its own reservation site. You need a foreign passport, Temporary Visitor status and a smartphone with an internet connection to show the QR code at the gates, and an eSIM for Japan keeps you connected.
Activate on the first day you ride a JR train, not on the day you land, unless you land and ride straight away. Know the refund rules before you buy. Before you press "Use ticket", refunds go through the agency where you bought it and a refund fee may apply. After activation, JR-West says refunds are not issued for service suspensions or delays, and the number of tickets and people cannot be changed. If your plans include many rides and long days, consider travel insurance for Japan that covers delays. Then look at where you will sleep: the guide to where to stay in Kyoto shows which base saves the most train time, and the best time to visit Japan covers seasons and crowds.
FAQ
Is the JR Kansai Area Pass worth it in 2026?
Rarely. It can pay on a compact trip with both Haruka airport rides plus several JR day trips, such as Kyoto, Nara, Kobe and Himeji inside four consecutive days. For Kyoto, Osaka and Nara alone, single tickets usually cost less, so add up your rides first.
Can I still buy the Kansai Area Pass?
No. JR-West says the paper-style pass stopped selling after September 30, 2026, and passes bought by then remain valid throughout their period. JR-West sells a digital version, the WEST QR Kansai Area Pass, through overseas travel agencies at ¥2,700 (1 day) to ¥6,700 (4 days).
What is the Kansai Thru Pass now?
Older articles use that name. The Surutto Kansai council announced a KANSAI RAILWAY PASS for visitors from April 1, 2025, and its English site now lists the KANSAI RAILWAY PASS LITE: ¥5,200 for 2 days and ¥6,500 for 3, on consecutive days, with no JR and no Kyoto city subway.
Does the Kansai Area Pass cover the Haruka airport train?
Yes, unlimited non-reserved seats on the Haruka plus ordinary, rapid and special rapid JR trains in the area, and two rides in an ordinary-car reserved seat. It does not cover the shinkansen, and Green car seats cost extra.
Is an IC card better than a Kansai pass?
For most trips, yes. You pay only for the rides you take, with no days to count and no smartphone QR code to manage. A pass wins only when your rides add up to more than its price, so list your journeys and total them first.
Do I need a smartphone for the WEST QR pass?
Yes, a smartphone with an internet connection is required to show the QR code at the gates, although JR-West says you can display it on a companion's phone. You also need a foreign passport and Temporary Visitor status, and the pass is bought through overseas travel agencies.
How much cheaper is a Haruka one-way ticket than a pass?
JR-West sells a discounted Haruka one-way ticket for foreign visitors at ¥1,300 to Tennoji, ¥1,800 to Osaka or Nara, ¥2,000 to Kobe and ¥2,200 to Kyoto. Two one-ways cost less than any multi-day pass, so the pass must earn the difference on other rides.
Historique des mises à jour
- 2026-10-02: expanded from official sources; checked JR-West pages for the Kansai Area Pass, WEST QR Kansai Area Pass, WEST QR Kansai Mini Pass, Haruka one-way ticket, the wider Kansai passes and the JR-West pass index, plus the Surutto Kansai KANSAI RAILWAY PASS LITE page and its February 2025 press release. Replaced the claim that the Thru Pass was simply renamed, removed the claim that the pass is checked against a passport, and added the Haruka one-way fares for the break-even sums.
- Re-checked the JR Kansai Area Pass, WEST QR Kansai Area Pass, WEST QR Kansai Mini Pass and Haruka one-way ticket prices on JR-West, and the Kansai Railway Pass Lite on its official Surutto Kansai page. Corrected the Railway Pass Lite: the official page now lists a version on sale from October 1, 2026 to March 31, 2027, valid on consecutive days. Removed the approximate single-fare sums, the regular Haruka fare range and the claim that the Mini Pass saves under ¥1,000, none of which could be verified.
- Checked the pass prices and sales dates on JR-West's English pages and the Kansai Railway Pass Lite terms. Sales of the paper-style Kansai Area Pass end today; added the WEST QR alternative.
