En bref

Stay in the Old City for a first visit of two or three nights, because the Maiden Tower, Shirvanshahs' Palace and the cafes are inside the walls. Choose Nizami Street and Sahil for transit and shopping, the Seaside Boulevard for sea air in warm months, and Highland Park for the skyline view. Check the metro works between 28 May and Nizami before you book, and sort the e-visa first.

How to choose a base in Baku

Baku is a compact capital on a curved bay, and the base you pick decides how much of each day goes to stairs, wind and taxi rides. The Baku travel guide covers what to see. See also the wider Azerbaijan trip. For most first visits the answer is the Old City, with Nizami Street and Sahil as the practical alternative for people who want more choice and an easier arrival.

Three things drive the decision. First, how you move. The Old City, known as Icherisheher, is a UNESCO World Heritage site surrounded by 12th-century walls, according to the Azerbaijan Tourism Board, and a maze of narrow alleys is lovely on foot and tiring with a wheeled suitcase. Second, the weather: Baku is the City of Winds, shaped by the warm Gilavar from the south and the cooler Khazri from the north, and an exposed seafront room feels very different in January and in July. Third, what else is on the list. If Gobustan, the Absheron fire sites or a mountain town are planned, a base with an easy taxi pickup saves the first hour of each day trip.

Before any of that, sort the paperwork. FCDO says British passport holders need a visa and normally apply for the ASAN e-visa, and that you can enter without restrictions only by air. The official e-visa portal asks for the application at least 3 working days before arrival, and the standard e-visa is issued within 3 working days, so apply before you pay for non-refundable rooms. A hotel that can arrange a late airport pickup matters more than usual, because the airport is the way in for almost every visitor. The price bands below are rough guides for a double room, from $ for hostels and simple guesthouses to $$$ for upscale hotels. Rates are not quoted, since they swing with season and event weeks; confirm the total at booking.

1. Old City

The Old City is the postcard core. The Icherisheher reserve administration describes the Maiden Tower as one of the oldest and most recognizable symbols of Baku, 28 meters high, and lists it with the 15th-century Palace of the Shirvanshahs, both open daily from 10:00 to 19:00 and both ticketed. Sleeping inside the walls means you can reach either before the day groups arrive and return to your room between meals. The same administration says Icherisheher is an open area, so there is no gate to pass at night, and the Tourist Information Center at 55 Boyuk Gala Street keeps daily hours of 10:00 to 19:00.

The trade-offs are steps, cobbles and noise. Many small hotels sit in old stone buildings with narrow entrances, and few lanes are level. Ask whether your room faces a lane or a courtyard, how far the nearest taxi can get, and whether staff help with bags. A room-only rate usually beats a breakfast package, because the cafes in the lanes are the point of staying here.

The Old City is also the easiest base for people who dislike public transport. The Red Line starts at Icherisheher, the walls open onto the Boulevard, and the Old City museums and the Boulevard are an easy walk apart. Use a ride app or a metered taxi for the last stretch from the airport, because FCDO says some visitors have been severely overcharged by local taxis and advises agreeing the fare up front or insisting on the meter.

À éviter si you need step-free access, a lift at the door or a large modern hotel. The Seaside Boulevard or Nizami Street are easier.

2. Nizami Street and Sahil

Best for
Transit, shopping, longer stays
Station
Sahil, Red Line
To airport
H1 bus, then a short taxi ride
Price band
$$

Nizami Street and the streets around Sahil station sit just outside the Old City walls, and they are where Baku shops, eats and meets. The Azerbaijan Tourism Board runs an information point at 69 Nizami Street, open daily from 10:00 to 19:00 with a lunch break, which is a useful sign of how central the district is. Sahil is the stop after Icherisheher on the Red Line, so the Old City is one stop or a short walk away.

For a stay of three nights or more this is the most practical base. Banks, pharmacies, supermarkets and a wide range of restaurants are within a few minutes, and the choice of hotels and apartments is wider than inside the walls. Arrival is simpler too: a taxi can pull up at the door, and the H1 express bus drops you in the center. Baku Metro says H1 buses leave from stops at the exits of Terminals 1 and 2 every 15 minutes, take contactless bank cards and place no limit on luggage.

One planning point matters here. Baku Metro reports that since 15 August train service between 28 May and Nizami stations has been temporarily suspended for the line-separation works, with express bus routes linking the stations instead. If your plans rely on the Green Line, read the metro's route-change page before you book and again before you travel, because the arrangement is described as temporary and the details change as work progresses.

À éviter si you want old stone and quiet lanes around you at night. The Old City feels more atmospheric.

3. Seaside Boulevard

Best for
Couples, summer stays

Walk, taxi or ride app

Taxi or ride app from the airport

$$–$$$

The Seaside Boulevard is the Caspian promenade, founded in 1909 according to the Azerbaijan Tourism Board, and today a long strip of parks, cafes and attractions. The tourism board lists the Azerbaijan Carpet Museum in its carpet-shaped building, Deniz Mall, the Baku Eye, the canals of Little Venice and short cruises across the bay, with bikes and electric scooters for rent. A room here trades the lanes of the Old City for open water and long walks.

The Boulevard suits couples and anyone traveling in the warm months, when evenings by the water are the reason to be in Baku. It also keeps the Old City within an easy walk, so the sights are not far. The cost is exposure. A wind off the bay that feels fresh in June can be harsh in January, so check that a room facing the water has good windows and heating before you book in winter.

Transit is less direct than in the center. The Boulevard runs along the shore, and metro stations are a walk inland, so many guests rely on taxis or ride apps for longer trips. FCDO says Uber, Bolt and similar apps are widely available, and a booked car beats flagging one in the street.

À éviter si you plan to travel mostly by metro or want restaurants and shops on the doorstep. Nizami Street is more convenient.

4. Highland Park and Flame Towers

Best for
Skyline views, upscale stays
Station
Funicular, taxi or ride app

Taxi or ride app from the airport
Price band

Highland Park is the hilltop above the bay. The tourism board describes it as one of the city's most iconic viewpoints, with views of the Old City and the Maiden Tower on one side and the Flame Towers on the other, reached by the historic Baku Funicular or by road. One of the three Flame Towers houses the Fairmont Baku hotel, while the other two hold apartments and offices.

This is the base for people who put views and comfort first. The city lights come on below you, the tree-lined paths of the park are on the doorstep, and the hotels tend to be larger and more polished than in the lanes. It is also the quietest of the four areas after dark, because it is a hill, not a restaurant district.

The cost is distance. The Old City and the metro are a ride down the hill, and most meals mean a taxi or a funicular trip. For a two-night stay this can feel like a lot of transit for the sake of a view, and the view can be had for free by visiting the park for sunset and sleeping elsewhere.

À éviter si you want to walk to restaurants, museums and the metro. The Old City or Nizami Street fit better.

Choosing by season and trip style

Season changes the answer more than in many cities. The tourism board lists May to October as peak season, and the hottest months are July and August, when a base near the water or with reliable air conditioning matters. In spring and autumn, any of the four bases works, and the Old City is at its best for walking. In winter, the Old City and Nizami Street are easier than the Boulevard, because the wind off the bay is harsh and the hotels inside the city are better placed for indoor stops such as the museums and the hammams the tourism board describes.

Two nights belong in the Old City or on Nizami Street with no move. You see the walls, the Maiden Tower, the palace and one long dinner, and the rest is walking. Three or four nights suit Nizami Street or the Boulevard, because the extra day is likely to be the Heydar Aliyev Center or a trip to Gobustan, and a taxi from a central base is easy. The Baku in 3 days plan shows how the days fall for each base.

A week or more suits Nizami Street with a kitchen, or a beach resort on the Absheron peninsula in summer. The tourism board names Bilgah, Mardakan, Pirshagi, Nardaran and Zagulba as quieter beaches than the city ones, with resorts and water sports around them. A resort stay changes the trip: you gain a pool and a calmer evening and lose the walk to the Old City, so plan the sightseeing as day outings. The guide to day trips from Baku helps you decide which excursions belong where.

For couples, the Boulevard and the Old City offer the most atmosphere. For families, a resort or an apartment near Nizami Street works better than a small guesthouse with steps. For solo travelers, the Old City keeps everything on foot and makes evenings easy. For anyone arriving late, pick the base that matches your transfer: a taxi or ride app to Nizami Street or the Boulevard is simpler than the bus plus a walk through cobbled lanes.

Getting in and moving around

Heydar Aliyev International Airport is the way in for nearly every visitor. FCDO says you can enter Azerbaijan without restrictions only by air, and that the land borders with Georgia and Iran are temporarily closed, so a Baku stay usually begins and ends here. The airport lists an official taxi pick-up area outside Terminal 1, and Baku Metro lists the H1 express bus from both terminals. The airport also describes an Aero Express line that runs around the clock, with a 30-minute journey to the last stop, so confirm which service you are taking before you queue.

Inside the city, the metro has three lines, Red, Green and Purple, with 27 stations in total, according to Baku Metro. You can pay with a BakıKart, a QR ticket generated in an app, a local contactless bank card, or Apple Pay and Google Pay at all stations. For rides between districts at night, an app-booked taxi is usually simpler, and FCDO advises agreeing a fare or checking that the meter is on.

The details are on the Baku Metro route-change page, which is the place to check on the day you travel. For longer rides and trips beyond the capital, see getting around.

Mistakes to avoid when booking

The first mistake is booking an Old City room without checking the access. A lane can look central on a map and still mean a flight of steps, so read the host's directions and ask about luggage help. The second is choosing a seafront room for a January stay without checking the windows and heating. The third is picking Highland Park for a two-night city break, then discovering that every meal needs a ride.

City skyline under blue sky during daytime, Baku
City skyline under blue sky during daytime, Baku

The fourth is relying on the Green Line without reading the metro notice, since the section between 28 May and Nizami is closed for now. The fifth is booking a long stay in an apartment and forgetting the registration rule. FCDO says that if you stay longer than 15 days you must register with the State Migration Service, online or in person; hotels often do it for guests, but you must do it yourself in an apartment or private residence. The last is ignoring the entry paperwork: the e-visa portal wants at least 3 working days' notice, it requires the passport to be valid 3 months beyond the e-visa's expiry date, and the UK, US and Canadian government pages ask for 6 months after you arrive, so meet the stricter rule, as the six-month passport rule explains.

Booking tips for Baku

Book a few weeks ahead for May, June, September and October, the months when the weather is mild and the tourism board counts the city as at its best. Rates in the Old City and on the Boulevard move with the season and with large events, so check dates against the calendar before you commit to a non-refundable rate. Nights from Sunday to Thursday tend to cost less than Friday and Saturday in most cities, though no rate data was checked for this page.

Check what the rate includes. Some small hotels include breakfast, while apartment-style places may charge a cleaning fee or ask for a deposit. Confirm the total price before you pay and the currency of payment. FCDO warns about card skimming and advises using ATMs inside banks where possible, so carry a backup card and a little cash for taxis and bazaars.

Once your base is set, plan the days with Baku in 3 days. Set up your phone before you land with an eSIM for Azerbaijan, and sort travel insurance that matches the FCDO advice, since FCDO says travel insurance can be invalidated if you travel against its advice. Baku is outside the areas FCDO advises against, but a policy should still cover your itinerary and medical evacuation, which FCDO says may be needed even from Baku.

The travel insurance guide compares policies you can check against that advice.

FAQ

What is the best area to stay in Baku for first-timers?

The Old City, called Icherisheher. The Maiden Tower and the Shirvanshahs' Palace are inside the walls, and cafes, galleries and small museums fill the lanes. The trade-offs are steps, cobbles and luggage, so ask about access before you book.

Is it better to stay in the Old City or near Nizami Street?

Pick the Old City for atmosphere and walking, and Nizami Street for choice, shopping and an easier arrival with a suitcase. Both are close: Sahil, the Red Line stop after Icherisheher, serves the Nizami Street side.

Is Baku safe to walk around at night?

FCDO describes crime levels in Baku as generally low, with bag-snatching and mugging possible, especially after dark in the center. It advises against walking alone at night and against showing cash or valuables. Use a ride app or a metered taxi late.

Do I need a car if I stay in Baku?

No. The Old City and the Boulevard are walkable, and the metro, buses and ride apps cover the rest. Hire a driver or join a tour for Gobustan and the Absheron sites rather than driving, since FCDO calls local driving standards erratic.

Where should you stay in Baku in summer?

The Seaside Boulevard or a beach resort on the Absheron peninsula suit July and August, when the city is hot. The tourism board names Bilgah, Mardakan, Pirshagi, Nardaran and Zagulba as quieter beaches. Check the transfer time to the center first.
