Çiçek Pasajı, or Flower Passage, is a covered historic arcade just off İstiklal Avenue in Istanbul’s Beyoğlu district. Its ornate interior and restaurants make it a natural stop for a meal or a pause from the busy street. Come in the evening for live music and a livelier dining scene, or take time to look at the arcade itself. Restaurants serve local specialties; traditional meze with rakı is one way to make a meal of the visit. Portions at some restaurants are modest, so consider ordering several dishes to share.
From Cité de Péra to Flower Passage

The arcade took shape after a fire devastated Pera in 1870. Naum’s opera house burned in the fire, and six years later Cité de Péra opened on the site, with shops on the ground floor and apartments above. Its architecture gives the passage a distinctive covered setting in the middle of Beyoğlu.
Flower seller Pandelis Donoumoglou was trading here by 1889. The name Çiçek Pasajı, meaning Flower Passage, grew from the flower trade associated with the building. The passage’s history also includes Russian women who had fled to Istanbul during the Allied occupation. Harassed while selling flowers on Pera’s streets, they moved into small shops at the entrance. Working close together inside gave them greater safety and kept them near their customers.
A place to linger

By the 1940s, florists filled the passage, alongside meyhanes, food sellers and tables made from barrels. It had become a place to spend time over food and drink as well as to buy flowers. The florists and mobile vendors who shaped that earlier scene are no longer part of the passage’s character, but the flower name remains.
Disputes over ownership and the building’s deterioration preceded a collapse in 1978 that killed twelve people. The arcade was reconstructed in 1988, then reopened as a passage centred on restaurants. Uniformed service became part of the new arrangement, and mobile vendors were excluded.
Dining beneath the arcade
Today, restaurants and bars occupy the passage, bringing diners into its historic interior. The setting is part of the appeal: pause to look up at the architecture, then settle in for a meal. Traditional Turkish meze, small plates served with rakı, is one option for an unhurried dinner. Some restaurants also serve dishes such as mushroom appetizers and mixed grill.
Portions can be modest, particularly for main courses, so consider ordering a few plates per person rather than relying on one dish. The atmosphere becomes more animated in the evening, when live music can add to the sound of the restaurants. If you prefer a quieter stop, arrive earlier; the passage is easy to reach from İstiklal Avenue, and you can explore its interior before deciding where to eat.
