Hotel Viru & KGB Museum occupies the 23rd floor of Hotel Viru, near Viru Square in central Tallinn. A guided visit takes you into former KGB offices and introduces the surveillance equipment used during the Soviet era, including listening devices and recording gear. The hotel remains in operation, while this floor preserves a little-seen part of its past. The visit also includes access to terraces with views across Tallinn, giving you a different perspective on the city’s skyline.

A secret office above the hotel

Hotel Viru opened in 1972 and became a place where foreign visitors to Tallinn could stay. Its position made it useful to the KGB, which kept an office on the floor above the hotel’s 22 visible storeys. The museum now gives visitors access to that former workplace through a guided tour.

The account of a hidden floor was long part of the hotel’s story. Guests were given other explanations for the unlisted level, such as storage or administrative space. The KGB’s presence there was confirmed after the Soviet period. The rooms were sealed after the KGB left and later opened to visitors.

Equipment and rooms left behind

Inside, the focus is on the methods and objects associated with surveillance. Displays include listening and recording devices, telephones, uniforms and a typewriter. Some equipment was disguised, and the collection gives context to the monitoring of people staying or working in the hotel.

The museum is compact, with a small number of rooms to explore. That makes the guide’s account an important part of the visit: the objects and former offices are presented alongside stories about the hotel’s history and the work carried out there. The tour also covers the hotel’s role and the conditions surrounding its operation in Soviet times.

A guided visit with a view

Museum access is by guided tour, rather than independent entry. Guides explain the history of the KGB in Estonia and the hotel’s place in it; some also share personal accounts connected to life under Soviet rule. Booking ahead is recommended, particularly if you want to join a tour at a specific time. Tours last about an hour.

The visit includes terraces on the upper floor, with views over Tallinn. Set aside a little time to look out across the city after seeing the rooms. Hotel Viru is still a working hotel, so the museum visit takes place within an active building.
