Stay in the Old Town for a night or two and nightlife, or in Slovenska for a beach plus buses. Choose Bečići for a resort week on a long beach and Rafailovići or Pržno for coves with a car. Book early for July and August, and ask hosts how they register your stay.

How to choose a base in Budva
Budva is a resort strip more than a single town. A walled old town sits on a small peninsula, and the Budva Riviera of beaches runs east and south from it for 38 km, according to the national tourism board. Where you sleep decides how you spend the day: a few minutes from nightlife, beside a long beach or in a cove with a quiet terrace. The Budva travel guide covers the town as a whole, the Montenegro guide places it in the country, and this page settles where to book.
Four questions shape the answer. Do you want nightlife near the door, or a quiet room? Do you want to walk to the sand or accept a short ride? Will you have a car, with the summer traffic that implies? And how many nights are you staying? A two-night stop before Kotor is a different problem from a beach week. If you are still weighing Budva against the bay, read Kotor or Budva first.
Prices here are relative bands: $ is a simple apartment or guesthouse, $$ a mid-range hotel, $$$ a beachfront resort or a room inside the old town in July. Real rates move a lot with the season, so compare the total at booking, including taxes and breakfast. The guide quotes no nightly rates because none was checked.
1. Old Town and Mogren
The old town is the compact walled quarter on the peninsula, with stone lanes, small squares and a citadel. Sleeping here puts restaurants, bars and the sea walk at your door, and the beach called Mogren is a short stroll beyond the walls. For a night or two before a drive to Kotor or Dubrovnik, it is the base that asks the least planning.
The cost is sound and space. Evening music and crowds fill the lanes in summer, and the tourism board mentions the star acts that have played on the coast's beaches and the many music festivals. Rooms facing a square or a bar will carry noise past midnight. Ask for a back or upper room, check air conditioning and ask how luggage reaches the property, since the lanes are narrow and cars cannot go far in.
The old town works best for short stays in June and September, when it is lively without being crushed. In July and August it is the loudest base on the Riviera, and visitors who like to sleep before one in the morning should look elsewhere.

If you want Old Town lanes and Mogren within walking distance, this is a useful base

2. Slovenska and the center
Central Budva spreads along Slovenian Beach, which the tourism board gives as about 1,600 m long. The area around it holds supermarkets, restaurants, the port at Slovenska obala and the buses along the coast, which makes it the practical base for first visits and families. You can walk to the old town, swim in front of the hotel and still reach a bus stop without a taxi.
The compromise is character. The strip is busy, built-up and modern, and it feels like a resort more than a town. Beach space fills early on summer weekends, so a hotel with its own sunbeds or a short walk to a quieter end helps. Traffic on the coast road is heavy in peak months, so build time into any transfer that ends at an airport.
The center suits visitors who like having options: a choice of restaurants, a bus when you want one and the ferry port if you plan the Dubrovnik catamaran in season. The tourism board lists Budva as a seasonal sea border crossing from 1 May to 30 October, so check the operator's schedule before you count on it.

3. Bečići
Bečići is the resort district east of the center, built along a beach the tourism board gives as about 2,000 m long. Large hotels with pools, terraces and breakfast buffets line the seafront, and the longer sand means more room per swimmer than in the center. It is the base for a week at the sea, with the old town a ride away for an evening.
The trade-off is distance. You will take a bus or taxi to the old town, and the district has fewer nights out than central Budva. In summer the promenade is lively, with cafes and rented loungers, but it is less atmospheric than the walled quarter. A hotel with a pool and a beach plot helps with the heat.
Bečići suits families, couples who want a resort pace and anyone planning to spend most of the day on the sand. It suits travelers who like a hotel with breakfast and a restaurant on site, and a base where the beach is the first and last stop of the day.

4. Rafailovići and Pržno
Rafailovići and Pržno lie toward Sveti Stefan, where the coast breaks into smaller beaches and rock-framed coves. The tourism board gives Pržno beach as about 260 m long, a size that suits a quiet swim and a lounger. Hotels sit above the water, often with stairs or paths down to the sand, and the pace is slower than in the center.
The compromise is access. Restaurants cluster in small groups, and evenings out usually mean a bus or taxi. A rental car makes the area easy, and it puts Sveti Stefan and Petrovac within a short drive. Without a car, check where the nearest bus stop is and what the last return ride to the property costs.
This base suits couples, anyone who prefers a smaller beach to a long strand and drivers who like to split time between the Riviera and the south of the coast. It also suits a stay built around reading, swimming and a short list of dinners.

Stay here for a slower beach break around Rafailovići and Pržno.

Choosing by length of stay
For one or two nights, stay in the old town or the center. Short stays need the least transport, and the old town gives you the evening walk that makes Budva memorable. For three to five nights, Slovenska or Bečići gives a beach plus services, and you can visit the old town on foot or by bus. For a week, Bečići or Rafailovići suits a slower pace, and a rental car makes a day on the Riviera or a trip to Kotor simple.
If your plan includes the whole coast, read the Adriatic Coast planner before you book. A split across two bases, such as Budva and Kotor or Budva and Petrovac, often beats seven nights in one spot. The Budva beaches compared guide helps you pick a beach by length and mood, which in turn sets the base.
Questions to ask before you book
A few questions prevent most disappointments. How far is the room from the beach, and does the path involve stairs? Is the room air-conditioned, and does the balcony face a bar or the sea? What does parking cost, and is it on site? Does the property register your stay? Registration is a visitor duty with a 24-hour deadline, which the Montenegro guide explains; ask the host to confirm that they handle it.
Ask about the transfer as well. Tivat is the nearest airport and Podgorica the other, and the right choice depends on your flights and budget. The airport to Budva guide compares the two. Settle that choice before you pay a deposit, because a Podgorica landing and a Tivat landing leave different distances of road between you and the beach.
Summer crowds and when to book
The tourism board counts about 100,000 swimmers a day on the Budva Riviera in summer. That means the busiest beaches fill by mid-morning and the coast road slows in the afternoon. If you travel in July or August, book early, choose a hotel with its own beach space or pool and plan beach time for the morning. June and September give warm days and more room, and May and October suit old-town walks more than swimming.
Winter is quiet. Many seasonal places close, and the resort areas feel empty. The old town and the center keep a few places open, which makes them the only sensible bases between November and March.
Mistakes to avoid
The most common error is booking the cheapest room above a bar in the old town. The second is choosing Rafailovići without a car and paying for taxis every evening. The third is assuming every beach near your hotel is sandy: the tourism board describes the Riviera's beaches as sandy and pebble, so bring swim shoes. The fourth is forgetting registration in a private rental. The last is booking a room for a week without checking the cancellation terms for peak months.
Set up before you go
An eSIM for Montenegro keeps maps and taxi apps working from the moment you land. Travel insurance covers cancellations, delays and the swim-and-scooter injuries common on beach holidays, and the Montenegro entry rules cover passports and visas. For a day out, the Kotor guide and the where to stay in Kotor page cover the bay.

Yes. Hotel staff do it for you; in an apartment, ask the host to confirm before you arrive, and report the stay yourself within 24 hours if they do not.
