A former Royal Exchange
The building was designed in the neo-classical style by Robert and James Adam. It began as the Royal Exchange before the Town Council took it over for use as chambers. The site faces the Mercat Cross, once a central gathering point in the old city.
Construction incorporated lower floors of existing tenements. Their preservation left traces of medieval streets beneath the later building, including the area associated with Mary King’s Close.
